In 1996, Riverland, a Belgian holding company decided to build a blue-sky research laboratory in Brussels, Belgium: Park without Xerox. It took two years to get it off the ground. The European Commission (DG13/IE) believed in the project and provided the funding for the feasibility study and the business plan.
