These new systems and techniques made the implementation of many telematic applications like tele-teaching, collaborative or tele-medicine applications possible. In this paper, we present design, protocols and implementation issues, which concern an Internet based synchronous distant learning application. We describe in detail the design and the implementation of each application’s module and we appose the protocols, which control the communication among the application's components. The described application is a network-based application, which follows the client-server model. The application runs over the Internet and more specifically over the web.
